Cole County Circuit Court Overview
Missouri's court hierarchy starts with the Supreme Court of Missouri, then the Missouri Court of Appeals, then the circuit courts. Cole County is in the 19th Judicial Circuit. The official county Circuit Court page describes the court as a state trial court where judges hear disputes about legal rights and responsibilities and criminal cases where the State alleges Missouri law was broken.
The Cole County Circuit Court is not a district court in the trial-court sense used by some states. It includes circuit and associate circuit divisions, and Jefferson City Municipal Court functions as a municipal division of the Circuit Court of Cole County. The main courthouse for circuit court business is 301 E High Street, Jefferson City, MO 65101. The main phone number is 573-634-9150, and regular courthouse hours are 8:00 a.m. to 4:30 p.m. weekdays except legal holidays.
Court users should also account for courthouse access rules. The public entrance is on Monroe Street. Visitors with disabilities are assisted at the East Entrance between the courthouse and annex. Everyone entering the building passes through metal detector and X-ray screening, and prohibited items include firearms, knives, pepper spray, razor knives, and scissors. The county recommends arriving at least 20 minutes before scheduled court business so screening does not cause a missed hearing.
The court's public functions are concentrated in downtown Jefferson City near the courthouse annex, the Missouri Capitol area, and the federal courthouse. That local government district can be confusing for record seekers because several legal offices sit close together but keep different records. Circuit Court case files and decrees belong to the Circuit Clerk. Marriage licenses and land records belong to the Recorder of Deeds. Federal civil, criminal, and bankruptcy records belong to federal courts, not to Cole County.
Cole County Circuit Court Divisions
Local rules structure the 19th Circuit into divisions. Divisions I through III are circuit divisions, Divisions IV and V are associate circuit divisions, Division VI is unused, and Division VII is municipal. Circuit Court vs Municipal Court
Cole County's lower-court map is Missouri-specific. The Associate Circuit Court and municipal court are not separate county trial-court systems like a justice court in some states. Associate circuit divisions handle smaller civil and criminal workloads within the circuit structure. Jefferson City Municipal Court handles city ordinance and municipal traffic matters as a municipal division of the circuit court.

How a Case Moves Through the Cole County System
Case movement depends on case type, but the record path is similar: a filing opens or updates the case, the clerk creates docket activity, the court schedules hearings, the judge enters orders, and public entries appear online when access is allowed. Criminal and traffic matters begin in the Criminal/Traffic Division after a charge or citation is filed. Civil and family matters begin with petitions or other pleadings in the Civil Division.

Civil, Family, and Criminal Divisions
Civil and family matters include lawsuits over money or rights, adult abuse petitions, child protection, dissolution of marriage, custody, paternity, small claims, rent and possession, and garnishments. Criminal and traffic records include felonies, misdemeanors, infractions, and filed traffic citations. The Criminal/Traffic Division is in Room 206 and uses 573-634-9150 option 1. Probate is in Room 305 and uses 573-634-9177 option 4. Juvenile and adoption records may have public access limits, and users must contact the Juvenile Division to determine availability.
Those division lines also affect what appears in a public court record. A civil file may show petitions, answers, motions, service returns, judgments, and garnishment activity. A criminal file may show charges, bond, pleas, hearings, dispositions, sentences, costs, and warrant events. A probate file may show appointments, claims, wills, accountings, and orders. The same building may house the records, but the content and access rules differ by division.

Cole County Judicial Circuit
The 19th Judicial Circuit serves Cole County. Appeals from Cole County state trial proceedings move through Missouri's appellate structure, generally to the Missouri Court of Appeals unless the Supreme Court of Missouri has jurisdiction. The state court system is separate from federal court, even though Jefferson City also has a federal courthouse nearby.
Missouri law treats the Supreme Court, Court of Appeals, and circuit courts as courts of record. Municipal divisions are not courts of record in the same sense, but they still operate inside the circuit framework for ordinance matters. That distinction helps explain why a Jefferson City municipal traffic case may be routed through the municipal court while a state traffic citation, felony, misdemeanor, or civil case is handled through the Circuit Court and Circuit Clerk divisions.
The Western District of Missouri Jefferson City page identifies the Christopher S. Bond Court House at 80 Lafayette Street as the federal courthouse for the Central Division.
Federal civil, federal criminal, and bankruptcy matters are not Cole County Circuit Court records and should not be requested from the Circuit Clerk.
Municipal and Federal Courts
Jefferson City Municipal Court is at 427 Monroe Street, Jefferson City, MO 65101, with phone 573-634-6316. Its hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. except city holidays. Current municipal cases from July 1, 2021 to present route to Case.net. Older city cases from Jan. 1, 2010 through June 30, 2021 use the city's legacy search link.
For Cole County Circuit Court records, the main search path is Case.net by case number or litigant name. For hearing logistics, the county dockets page points users to the Scheduled Hearings & Trials tab, where Webex availability may appear. If a record is missing online, the next step is not a federal court search. It is the correct Circuit Clerk division, such as Criminal/Traffic, Civil, Family, Probate, or Juvenile, depending on the case.
Federal court can still matter to a Cole County resident, but it answers a different question. A federal civil rights case, federal criminal prosecution, bankruptcy discharge, or federal appeal is not held by the 19th Judicial Circuit. Likewise, a Cole County small claims case, divorce decree, state felony case, probate estate, or Jefferson City municipal traffic matter is not a federal district court file. Matching the court level first prevents a records request from going to the wrong clerk.
